Theorizing Ideological Steering : The journey of the circular economy

This dissertation deals with the terms “ideological steering” and “circular economy” (CE). The CE has been one of the key environmental policy concepts of the last decade. Despite its popularity in policy discourse, little is known about the dynamics of CE, and similar policy concepts when it comes to initiating social change. To rectify this, the purpose of this work is to develop a perspective of ideological steering as an analytical term that provides a coherent understanding of the change process that broad and normative concepts can generate.
